Thanks for sending the information on safe passing (check-out HERE for background). I will post it in our driver crew room.
As you stated, bicycles are considered vehicles. As such, bicycles should be treated as (and are bound by the same rules of the road) as other vehicles on the road.
The biggest complaint I hear from my drivers is that way too many bike riders do not follow any rules; examples include riding on the wrong side of the road, running stop lights/signs, never signaling, and riding without lights.
Better education and law enforcement is necessary.

Hi Mike,
Thank you for your reply and posting of the safe cycling poster.
I agree, Siskiyou Velo, as a cycling organization, has a lot of work to do to improve the behavior of people riding bicycles. We have been and continue to educate and train our members as well as the cycling community in general. As you say, there are way too many cyclists that don't follow the traffic laws. It will take, as you noted, police enforcement.
We hope, one day, that all local police department will help enforce the rules of the road for both motorist and cyclists. Unfortunately, without a bicycle diversion program (which Ashland is the only city in Southern Oregon with one) police officers are reluctant to cite bicyclists due to the often limited means of the cyclists and the high cost of the ticket. A diversion program seeks to avoid that problem by providing a lower fine coupled with an intensive day-long education and skills course.
